Introduction

This delegations register records all statutory delegations from the Wellington City Council to its officers and staff.

These delegations (unless otherwise stated) are deemed to have been made under Clause 32, Schedule 7 of the Local Government Act 2002. This clause allows a local authority to delegate its responsibilities, duties, or powers (except for those expressly made exempt in this Act or in any other Act) for the purposes of efficiency and effectiveness in the conduct of a local authority’s business.

Key Definitions

Council Wellington City Council
Enforcement Officer An 'enforcement officer' is defined in the LGA 2002, and in other specific legislative provisions. Refer to the Warrants and Enforcement Standard for further detail.
Officer A named person who holds a specified office. Officers can be employees and non-employees who are appointed to carry out Council functions (e.g., independent contractors, or organisations such as Tenex).
Statutory appointment Council officers/staff who have powers and duties set out in their respective Acts e.g., the Electoral Officer and Chief Executive.
Statutory delegation Passing on of powers given by legislation generally to the full Council or the Chief Executive or to officers and/or staff of the Council.
Sub delegation A delegation made to a position and then further delegated to another position.
Warrant A warrant is issued by the Council and provides written confirmation that the Council officer can exercise certain statutory powers. The exact terms of the warrant will depend on the provision under which it is issued.
